The article "Discussion of the Oil and Gas Bill After Completion of the EBET Bill" explains the progress and challenges surrounding the revision of Indonesia’s Oil and Gas Law (Law No. 22 of 2001). The revision is currently being discussed in Parliament but remains secondary to the ongoing legislative process for the New and Renewable Energy Bill (RUU EBET).

Key Points:

Status of the Oil and Gas Bill (RUU Migas):
The government has submitted an inventory list of issues (DIM) related to the revision of the Oil and Gas Law to Parliament’s Special Task Force for Oil and Gas Operations (SKK Migas). However, no timeline has been set for finalising the bill’s discussion.

Dependency on RUU EBET:
Eddy Soeparno, a member of Commission VII DPR RI, emphasised that further discussions on the Oil and Gas Bill will only commence after the completion of the New and Renewable Energy Bill (RUU EBET). He also highlighted the urgency of revising the Oil and Gas Law to improve the regulatory framework for investment in the Indonesian oil and gas sector.

Key Focus Areas in the RUU Migas:

Formation of a specific state-owned enterprise (SOE) to oversee upstream activities, replacing SKK Migas.
Advocacy for a government interest (state participation) of 10% in new oil and gas projects to prevent possible monopolies.
Streamlining legal and regulatory frameworks to attract investors and avoid bureaucratic bottlenecks.

Investment Challenges:
Indonesia’s oil and gas sector struggles to attract sufficient investment due to outdated regulations. For example, lifting targets remain below Indonesia’s full potential, estimated at 612,000 barrels per day in 2023, compared to a global landscape that demands competitive frameworks.

Industry Readiness:
Companies like Pertamina are preparing to adapt to the new regulatory changes. Pertamina urges swift action to enhance regulatory certainty, which is crucial for reinvigorating investment interest in the oil and gas industry.

In summary, while the RUU Migas is recognised as an urgent priority to improve Indonesia's oil and gas sector governance and investment climate, its progress hinges on Parliament completing the RUU EBET first.
